Rail Car Dust Suppressant Reminder

CSXT has been notified by the Kentucky Department of Environmental Protection of a recent Air Quality Incident. A train was spotted emitting coal dust while traveling through the Catlettsburg, KY area. The train originated from a mine origin in West Virginia and was only traveling through Kentucky a very short distance on the way to destination. If it had passed through to another State, there could have been multiple violations issued by each individual State agency governing air quality issues. CSXT will address this incident with the specific mine origin that loaded this train.

However, this incident requires that CSXT remind our Coal Producing community of the need to be proactive and apply sufficient dust suppressant to all loaded rail cars, not only during this extremely dry season, but throughout the year as required. CSX would prefer that all coal loaded in rail cars be treated with an application of dust suppressant, particularly metallurgical coal and coal mined through longwall or other mining methods that tend to produce fine coal products.

When such incidents occur, CSXT must provide information to the responsible government agency for follow up and mitigation. All fines, penalties and other requirements levied against CSXT will be passed on to the originating coal origin.

Please contact each of your CSXT mine origins and ensure they are applying sufficient dust suppressant to all rail coal shipments to prevent air quality incidents from occurring.
