April 28, 2025 – The transformation of the historic Howard Street Tunnel was a key topic at the recent North East Rail Shippers (NEARS) conference, held in Baltimore. The massive infrastructure project, which is approximately 20% complete, is set to revolutionize freight transportation along the East Coast by enabling double-stacked container freight.
During the conference, Brian Hammock, CSX’s director of state relations, highlighted the significance of the tunnel expansion for both the local and regional economy.
“This represents a once-in-a-generation investment that will deliver long-term economic and environmental benefits,” Hammock said in his remarks. He noted that the project will alleviate supply chain challenges, lower shipping costs for businesses, and enhance the sustainability of freight transportation.
The Howard Street Tunnel project is part of CSX’s broader effort to modernize its rail network while fostering economic growth and improving supply chain resilience. “We’re not just expanding a tunnel; we’re creating new opportunities for businesses and communities across the region,” Hammock added.
The project, which will enable the movement of double-stacked containers between the Helen Delich Bentley Port of Baltimore and the Midwest, represents a major step forward in strengthening the nation’s freight network. By removing the last double-stack limitation on CSX’s intermodal network, it will also enhance the efficiency and capacity of rail transport along the East Coast.
Recognizing the importance of collaboration, Hammock acknowledged the teamwork between local, state, and federal entities that has been critical to the project’s success. He highlighted the tremendous effort of the men and women working around the clock to keep the project on schedule.
Recent tours of the construction site showcased not only the scale of the work underway but also the partnerships that have driven progress. Among the key visitors was U.S. Surface Transportation Board Member Robert Primus, who was given an on-site look at the progress.
Maryland Department of Transportation Secretary Paul J. Wiedefeld also recently joined other state officials and representatives from CSX, Baltimore City, and the Maryland Department of the Environment to observe advancements firsthand.
The project has received strong support from Maryland Gov. Wes Moore’s administration and Baltimore Mayor Brandon Scott. Their collaboration with CSX has allowed the project’s timeline to be significantly shortened, cutting more than a year from the original construction schedule. The expedited timeline will bring earlier economic benefits, including increased job opportunities at the Port of Baltimore and new development prospects statewide.
Once complete in late 2025, the expanded Howard Street Tunnel will mark a pivotal moment for freight logistics. It will improve rail connections between the Port of Baltimore and key Midwest markets, reducing supply chain barriers and fueling economic development across Maryland and beyond.
