Dear CSX Transportation Customer and CSXT 8100 Tariff Subscriber:
The following changes to the CSXT 8100 Tariff will go into effect September 1, 2008:
- CSX Transportation (CSXT) is raising general rates for Intra-Terminal and Inter-Terminal Switching. The new rate is $400.00 per loaded or empty car, except as otherwise noted in specific items in the CSXT 8100. CSXT has maintained its charge for this switching service for five years, but now market conditions have made this increase necessary.
- The charge for empty cars ordered and not used and not placed will apply on all railroad supplied cars when orders are cancelled prior to Actual Placement. When customers order more cars than they need, other CSXT customers suffer as their orders are not met. Going forward, when customers do not take delivery of railroad supplied empties after ordering them, the cars will be subject to a $165 charge.
- Customs Fee - CSXT has been paying these charges on behalf of customers since inception. Carload customers shipping transborder freight from Canada to the U.S. will be charged $16.00 for the combination of Consolidated Omnibus Budget Reconciliation Act (COBRA) and Animal and Plant Health Inspection Service (APHIS) customs fees. The $16 per railcar covers the APHIS Fee of $7.75 and the COBRA Fee of $8.25. This charge will appear as a line item on the freight bill called "Custom Fees."
- APHIS Fees
The U.S. Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) began assessing an agricultural quarantine inspection user fee on all loaded railcars entering the U.S. from Canada effective June 1, 2007. COBRA Fees
The U.S Department of Homeland Security's Customs and Border Protection Service collects a user fee to pay for the costs incurred in providing customs services under the authority of section 13031 of the Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA), as amended, codified at section 19 of U.S.C. 58c.
Many of the supplemental charges assessed by CSXT may be avoidable with careful planning. CSXT has prepared a Supplemental Services Guide that contains a brief explanation of the most commonly used supplemental services, and helpful strategies to plan for or even eliminate the need for those services and related expenses.
