Dear CSX Transportation Customer,

Following is the CSX Transportation HDF Fuel Index Rate Adjustment (8661) amount effective September 1, 2026.

CSXT HDF/Mileage Based Fuel Index Rate Adjustment (8662)

The highway diesel fuel/mileage based fuel surcharge published in CSXT Fuel Surcharge Publication 8662 applies to all regulated common carriage and public exempt line haul freight rates existing or established by CSXT on or after June 5, 2026.

The CSXT HDF/mileage based fuel surcharge of 32 cents per mile, which became effective August 1, 2026, will change to 31 cents per mile for shipments having a bill of lading dated on or after September 1, 2026.

Following are the 8662 CSXT HDF/mileage based fuel surcharge rates:

44 cents per mile effective June 5, 2026
47 cents per mile effective July 1, 2026
32 cents per mile effective August 1, 2026
31 cents per mile effective September 1, 2026

CSXT HDF/Mileage Based Fuel Index Rate Adjustment (8661)

The highway diesel fuel/mileage based fuel index rate adjustment is published in CSXT 8661 and applies to all line haul freight rates and charges set forth in contracts, and other pricing documents that reference CSXT Publication 8661 dated on or after April 23, 2007.

The CSXT HDF/mileage based fuel index rate adjustment of 76 cents per mile, which became effective August 1, 2026, will change to 74 cents per mile for shipments having a bill of lading dated on or after September 1, 2026.

Following are the 8661 CSXT HDF/mileage based fuel index rate adjustments:

46 cents per mile effective January 1, 2026
41 cents per mile effective February 1, 2026
39 cents per mile effective March 1, 2026
44 cents per mile effective April 1, 2026
74 cents per mile effective May 1, 2026
88 cents per mile effective June 1, 2026
91 cents per mile effective July 1, 2026
76 cents per mile effective August 1, 2026
74 cents per mile effective September 1, 2026

The fuel index rate adjustment (contract rates - 8661) amount is based on the "HDF Average Price" of 495.5 cents per gallon for the calendar month of July 2026. The "HDF Average Price" is on U. S. No. 2 Diesel Retail Sales by All Sellers, as determined and published by the U. S. Department of Energy, Energy Information Administration at www.eia.doe.gov.
