CSXT Fuel Surcharge Will Change January 1, 2009

Dear CSX Transportation Customer:

Due to reduced fuel cost, the CSX Transportation fuel surcharge will decrease January 1, 2009 as follows:

CSXT HDF/Mileage Based Fuel Surcharge
The highway diesel fuel/mileage based fuel surcharge is published in CSXT Fuel Surcharge Publication 8661 and applies to all regulated linehaul freight rates existing or established by CSXT on or after April 23, 2007. It also applies to all linehaul freight rates and charges with respect to exempt, contract, private or other pricing documents that reference CSXT Publication 8661 on or after April 23, 2007. The CSXT HDF/mileage based fuel surcharge of 40 cents per mile, which became effective December 1, 2008, will change to 22 cents per mile for shipments having a bill of lading dated on or after January 1, 2009.

The 22 cents per mile fuel surcharge is based on the "HDF Average Price" of 287.6 cents per gallon for the calendar month of November 2008. The "HDF Average Price" is on U.S. No. 2 Diesel Retail Sales by All Sellers, as determined and published by the U.S. Department of Energy, Energy Information Administration at www.eia.doe.gov.
