CSX Transportation Promotes Public-Private Partnerships at 2009 NCSL Legislative Summit

Cooperative Projects Benefit Economy, Environment and National Security

Jacksonville, FL - July 24, 2009 - Public-private partnerships and their benefits to national infrastructure, the environment and homeland security took center stage in CSX Transportation's (CSXT) discussions with attendees at the 2009 National Conference of State Legislatures (NCSL) Legislative Summit this week in Philadelphia.

CSXT sponsored a booth for the National Gateway initiative, a public-private partnership seeking to create a more efficient rail route linking Mid-Atlantic ports with Midwestern markets and to improve the flow of rail traffic between these regions through increased use of double-stack trains.

"As America seeks to stimulate its economy, investment in transportation infrastructure is essential to prepare our nation for economic growth," said Tom Drake, Regional Vice President - State Government and Community Affairs, CSX Corporation. "CSXT is proud to work with both the private and public sector on the National Gateway, which will create jobs, ease congestion and reduce CO2 emissions."

Private organizations have expressed strong support for the National Gateway, and CSX has committed to funding half of the over $700 million dollars needed to complete the project. The project's coalition of supporters is seeking funding from state and federal government to secure the necessary funding to complete the clearance projects and intermodal terminals required to finish the project.

At the NCSL conference, Skip Elliott, vice president for public safety and environment, CSXT, presented security measures implemented by the company, including the innovative Secure Network Operations Workstation (SecureNOW) System. This secure online system, developed and used by CSXT, allows security and law enforcement officials in several states to independently track the location of CSXT trains and the contents of rail cars being hauled by CSXT in a nearly real-time environment.

"At CSXT, we believe that partnerships offer the best route to improving national security," said Elliott. "The SecureNOW system is a perfect example of how we believe information should be shared between private companies and the government."

CSXT partnered with Norfolk Southern and the Association of American Railroads (AAR) and opened CSX Intermodal's Philadelphia terminal to delegates visiting Philadelphia's transportation facilities.
