TSA Rail Transportation Security Rule
The Transportation Security Administration (TSA) regulation went into effect April 1, 2009. This rule affects the positive and controlled hand-off of TIH/PIH chemicals, explosives and radioactive waste railcars between shippers and receivers in a High-Threat Urban area (HTUA) as well as railroads interchanging in an HTU. The rule is available on the TSA website.
