CSX/Short Line Caucus Committee
In 1996, CSX established its Short Line Caucus Committee as a means of providing its Short Line partners with better communications channels that would allow them to learn about marketing campaigns, business opportunities and operations, as well as allow them to address their industry issues with CSX. The committee usually meets quarterly, and functions in accordance with the group's charter, outlined below.
Article I
Purpose: The Caucus Committee shall act as liaison between the Short Line and Regional Railroads (Short Lines) and CSX, specifically addressing the Short Line and CSX's interests, and to accurately disseminate information concerning the results of all activities between the committee and CSX. The committee members should work with CSX management to proactively influence the way CSX views short lines, and to help bring about positive change between short lines and CSX.
Article II
Officers and committee members: The committee shall consist of 10 elected short-line members, plus the president of the ASLRRA.
Type of Officers: The officers of this committee shall be chairperson, vice chairperson, and secretary, and shall also be considered committee members.
Election: The short lines on the committee shall be elected by majority vote at the Annual CSX Short Line Workshop. Officers and committee members shall serve for 3 years or until their successors are elected. No member may serve more than 2 consecutive full terms.
Resignation: Any member may resign at any time by giving written notice to the chairperson or secretary.
Vacancies: A vacancy because of resignation, or any other cause, shall be filled by the committee to complete the remaining term.
Article III
Duties of officers:
The chairperson shall have the general duties of meeting facilitation, supervision and direction of the business and affairs of the committee. The chairperson also shall have the power to establish standing committees and focus groups.
The vice chairperson shall perform all the duties of the chairperson in the chairperson's absence.
The Secretary shall attend all meetings of the committee and record the minutes of all meetings. After a majority of the committee has approved the minutes, they shall be circulated to all short lines.
Article IV
Meetings: The committee shall have 1 regularly scheduled annual meeting, which shall be held at the same time as the CSX Short Line Workshop. The committee shall have any number of other meetings as scheduled by the chairperson and CSX.
