Accessing CSX property for any purpose requires permission. Any construction requires plan review, scheduling, and oversight. Safety is our overarching concern.

Permitting Instructions

Use these instructions as a guide to the application process for a utility encroachment or temporary access to railroad property.

Application Packets

To submit a request, complete the appropriate application (see Permitting Instructions for details):

  • Facility Encroachment Application Packet (PDF)  (updated 04/01/2009):
    Includes the application form and drawing requirements for utility installations.
    Drawings are required for all Facility Encroachment Application submittals. Drawings must be in accordance/compliance with CSXT's Drawing Guidelines (Utility Installations) and Sample Drawings, as well as the Specifications for Design and Construction for Pipeline and/or Wireline Occupancies. See the Permitting Instructions section and the Specifications for Design and Construction section, above, for details.
  • Tower Application Packet (PDF)  (updated 04/01/2009):
    Includes the application form for tower construction or collocation installations.
    Drawings and photographs are required for all Tower Application submittals. Drawings and photographs must be in accordance/compliance with the Plans and Drawings section of the CSXT Permit Information Packet. Please refer to the Permitting Instructions section, above, for details.
  • Right of Entry Application Packet (PDF)  (updated 12/20/2011):
    Includes the application form for general access to CSX property (surveys, geotechnical borings, moving large equipment, etc.) and environmental investigations (sampling, remediation, etc.).

Drawings are required for all Right of Entry Application submittals. Drawings must be in accordance/compliance with the Plans and Drawings section of the CSXT Permit Information Packet. Please refer to the Permitting Instructions section, above, for details.

Specifications for Design and Construction

The safety and integrity of our rail operations are of paramount importance to CSX. Review CSX's design and construction standard specifications (below) prior to designing an encroachment proposal.

Scheduling Activity

To ensure the safety of our employees and yours, and that of our customers and communities, all activities on CSX property must be scheduled. CSX requires 30 days’ advance notice to schedule any activity. (See Permitting Instructions, above, for more details.)

To schedule work activities or access, you must have received all approvals to enter CSX property.

To submit a request, complete the Outside Party Request form:

Existing Facilities

  • Activity:
    • Minor inspection/maintenance activities
    • Replacement of existing facilities with like kind
  • Outside Party (OP) Request Packet (PDF)  (updated 09/26/2012):
    Includes the request form and scheduling guidelines.


New Facilities

Outside Party Request Form will be provided with the permit/agreement. (See Permitting Instructions, above, for more details.)

No activity is permitted without written confirmation. Entering any railroad right of way or other railroad property without the permission of the railroad is trespassing and illegal. Violators will be prosecuted, and risk the possibility of serious, even fatal, injury.
