Shipping to Embargoed Locations Accepting Permits

If you have a shipment moving to an embargoed location that is accepting permits, you are required to:

Obtain a permit number to authorize the shipment to the embargoed location.
Provide a valid permit number and embargo number on shipping instructions (bill of lading).

New Policy Effective March 6, 2007: If you submit shipping instructions for a shipment moving to an embargoed location, but don't include valid embargo and permit numbers, the shipping instructions will not be accepted. You will need to contact the Embargo Officer from the railroad that issued the embargo or use the AAR online embargo system to get a permit number and add it to your shipping instructions, and resubmit them.

To get permit numbers:

Use the AAR Embargo and Permit System. Permit numbers can be requested through the AAR online embargo system . You must be a registered Railinc user to request permit numbers via the system. Go to Railinc registration now .

Once you have a permit number, notify CSX's Customer Accounting group at 1-877-ShipCSX (1-877-744-7279), options 5 - 4 - 1, to apply the embargo and permit number to your shipping instructions, and allow the shipment to proceed to its destination.

Including Permit Numbers on Shipping Instructions

If you use ShipCSX Shipping Instructions, enter the embargo and permit numbers in the Reference Numbers fields provided.

For EDI 404 or 858 transactions, the numbers will be conveyed in N9 segments as follows:

N9*EN*EMBARGO NUMBER
N9*EB*EMBARGO PERMIT NUMBER

(Check with your company's EDI group to ensure that these fields can be included in your EDI 404 or 858 transactions.)

If the numbers are not included, an EDI 824 Application advice will be sent to notify you of the suspended shipment and that embargo and permit numbers are needed.
